In the UK, this year will see one of the biggest regulatory changes that the waste industry has seen for decades.
With the introduction of DEFRA’s Digital Waste Tracking Service – which comes into effect in October 2026 – it will be mandatory for Waste Receivers to report the waste that they’ve received.
Furthermore, it will become mandatory for waste receivers to report all waste movements digitally. The aim of the new regulation is to improve transparency, compliance and environmental standards across the waste management sector.

What is the DEFRA Digital Waste Tracking Service?
The Department for Environment, Food & Rural Affairs (DEFRA) has developed a new, nationwide platform, which it is calling the Digital Waste Tracking Service (DWTS).
The intent behind the DWTS is to create a single, standardised method of recording and reporting waste movements. This will be implemented across England, Scotland, Wales and Northern Ireland.
To date, waste data has been disordered and non-uniform, with collection and management being conducted through a combination of paper-based and digital systems. As a result, inconsistencies and data gaps are not uncommon.
So, with the DWTS, a centralised, real-time digital record will be created, providing comprehensive details about where waste comes from, where it goes and how it is then treated.
The initiative also aims to:
- Improve traceability and accountability of waste management, for all waste types
- Help businesses to make more informed decisions about waste disposal, plus waste recovery and recycling
- Reduce misreporting
- Tackle illegal dumping
- Help the UK to achieve its sustainability goals.
When will it come into effect?
DEFRA has advised UK businesses that the new regulations will come into effect in October 2026.
From that date onwards, all UK waste receivers will be legally required to record and report the waste they receive, using this new system.
Trials and pilot programmes are already underway. Although the exact requirements of the regulations haven’t all been finalised, DEFRA will confirm these soon. DEFRA is also consistently collaborating with industry partners – including software developers like Weightron – to keep them informed of these remaining details.
Who will need to comply?
These digital tracking requirements will apply to the majority of organisations that are involved in the production, transport, handling, management, treatment and/or disposal of waste.
This includes:
- Landfills and treatment plants
- Waste transfer stations
- Recycling facilities
- Local authorities
- Private waste contractors
- Businesses that generate a significant volume of waste
These organisations will all need to ensure that their systems can be integrated with DEFRA’s new digital platform.
